Constitutional Referendum to Amend General Assembly Meeting Requirements of the Legion of Black Collegians Senate
October 14, 2010
Purpose: To amend Article VII, General Assembly of the constitution to adhere to actual processes acted upon by the Legion of Black Collegians Senate.
Whereas, all senate meetings are open to the senators, administrations, the undergraduate student body-at-large, as well as the community and,
Whereas, Umbrella Organizations rely on a schedule of senate meetings in order to present to senators in a timely manner for their events to take place and,
Whereas, Announcements consisting of information of all programs, events and meetings, given by Senators, Umbrella Organization representatives and Executive Board Members are given every senate body meeting and,
Whereas, the definition of the General Assembly as stated in this constitution show little difference to what now stands as senate meetings and,
Whereas, the time dictated by this constitution to hold General Assembly meetings as history denotes is more effectively used as a Senate Meeting and,
Whereas, General Assembly meetings are useful when at the beginning of the fall and winter semesters before senators are selected,
THEFOREFORE BE IT ENACTED BY THE LEGION OF BLACK COLLEGIANS SENATE to increase the productiveness of senate, and as to not interrupt the efficiency of senate while adhering to constitutional law, shall Article VII be amended as follows:
Article VII. GENERAL ASSEMBLY
The General Assembly is if the Legion see fit to host one is to serve as a constituent information of which all programs, events, and meetings are announce, questions and comments of LBC members are heard and government division reports are given as directed by Article IV, Section 4, and Article V, Section 3.
SECTION 1. AUTHORITY
The General Assembly shall have all powers, incidental and necessary, in the supervision and oversight of the action of LBC and review of policies and recommendations.
SECTION 2. MEMBERSHIP
The General Assembly shall consist of all undergraduate students currently enrolled at the University of Missouri-Columbia.
SECTION 3. MEETINGS
The LBC President shall preside at all assembly meetings. The General Assembly shall convene during the first week of the fall and winter semesters and at the discretion of the Legion of Black Collegians Executive Board ruing the first week of each month during the fall and winter semesters.
A. Special meetings may be called only by the LBC President.
SECTION 4. PROCEDURE
The General Assembly is to serve the primary purpose of informing all LBC members. It shall not be a policy-making body. All decisions, proposals, and ideas are to be facilitated through the governments divisions of Executive Board and/or Senate as directed by this Constitution
